- works closely with all levels of government, the private sector, volunteer agencies, and other non-government agencies to promote and co-ordinate emergency preparedness, emergency response and disaster recovery to prevent the loss of life, and to minimize damage to property and the environment
- is responsible for the administration and delivery of the Disaster Financial Assistance Program for disaster assistance claims, which provides assistance to Manitobans who have suffered losses as a direct result of a wide-spread disaster
